This turned Snow’s own soldiers against him and ended the civil war. Coin also intends to continue the Hunger Games to prevent the citizens of the Capitol from seeking revenge. For both Snow and Coin, killing civilians is justified under certain circumstances.
In the film’s climax, Katniss murders President Coin for bombing the refugees. (Killing the coin is also an act of revenge for Katniss because her sister was killed in the bombing.) After killing the president, she shows no remorse or remorse, and is later forgiven for her crime.
