According to reports, Black Ops 5 will be set in the Cold War campaign and will feature sledgehammers and crowbars. Black Opus 4 certainly did not carry military service.
The piece also mentions the rivalry between Sledgehammer Games and Raven Software, with frequent arguments leading to problems developing, with Sledgehammer Games losing many of its employees within a year.

While fans of jetpacks and futuristic settings can expect a longer return, leakers say we’ll be stuck with boots on the ground for a while longer.
